Please attend this meeting and show them that you want this school built as originally planned.

To the citizens of Farragut (District 6 School District):

I would like to address a rumor that has been circulating about our new High School in Hardin Valley. Our county leadership has raised concerns over building the school for 2,000 students. I want to remind them and everyone else that the original plans supported 2,000 students. We are now being told that the plan is to support 1,300 students and the build-out will occur over several years.

This is not a solution to over-crowding or the practice of conservative fiscal management. Our schools are bursting at the seams. The people in Farragut as well as the entire 6th District understand the overcrowding issue. The growth in Knox County has been moving west for 30 some odd years and our leaders have chosen to ignore this growth.

We cannot compete in the local or global environment with this reactive philosophy to our children’s educational needs. I also want to point out that the new High School will not be on-line until the 2008-2009 school year. We also have a current need for a new Elementary School in this area and this need has yet to be addressed.

As your recall, I AM THE CANDIDATE WITH CHILDREN IN OUR PUBLIC SCHOOLS. I AM FOR PROACTIVE PLANNING AND CONSERVATIVE FISCAL MANAGEMENT. I truly feel that the leadership of our county has a major disconnect regarding our needs and I, like you, feel that a lot of talk regarding education occurs (especially during an Election year) but when the time for action occurs, the priorities and sound bites change.

I want to remind everyone that my opponent was asked to run for this position by the county leadership. Don’t you think it is time that you elect a School Board member from this area that will stand up and defend our needs? I started this campaign with the slogan “Together We Can Make A Difference” and I think it is time we did.

Please vote for Thomas A. Deakins for School Board this Thursday, August 3rd!

Sincerely,

Thomas A. The School Board is faced with a serious issue regarding Hardin Valley High School.

The Issue

A "planned" new High School in Hardin Valley for 2100 children = $40M

Ceremonial shovels in the ground and everyone is happy

No action on the site for several months.

Dirt finally moves before the May Election

STOP! Help! Alert!

PBA informs the School Board that $ 40M cannot build this school to hold 2100 students and the County Mayor suggests building to accommodate 1300 students. We are $6M in the hole. The County refuses to fund the difference!

The School Board's Decision

Accept the proposal from PBA and the County Mayor for a fully funded school with athletic fields, desks, lockers, tables, etc.

Circumvent the Mayor and go to the County Commission for the money.

My opinion - The School Board has been pushed around for several years and I think they need to stand up and take action as a team. This is a serious issue on several fronts as we have an overcrowding issue and it must be addressed. A school with 1300 children will not allow Farragut to move under 100% capacity until 2012. Karns will not move under 100% capacity until 2009-2010. There is no guarantee they will ever build this school to hold 2100 students. Yes, we all need to work in harmony but this is ridiculous! We have not built a new High School in this area for over 25 years and now we get one that will not address the real issues.

Make your voice heard and call your School Board member today and tell them what you think. Call your County Commissioner and tell them what you think and remind them that this Election is not over!

ELECTION DAY - THURSDAY, AUGUST 3

The final day is this Thursday, August 3. The Karns community is a great area of our county and reminds me so much of my hometown, Pikeville, Tennessee. The people in the Karns area are very friendly and they are very proud of their Community Fair. The Community Fair is a big event and brings a very large group of people together, especially during Election year. A big thanks to Roger Kane and everyone involved in coordinating this great event.

The "politicians" were all grouped together in the cafeteria of Karns High School. Each campaign / politician rented space for their display. Here is a picture of my table -----------

We distributed 250 of our Deakins School Board- Green Balloons

200 tootsie roll pop suckers and 6 large bags of tootsie rolls (not responsible for cavities)

200+ stickers

Campaign literature

A big thanks to my "Brigade" for their efforts in passing out the balloons, candy, stickers, and campaign literature. I campaigned in the afternoon and I was a guest on two television shows Friday night. The School Board race is a non-partisan race and I accepted invitations to appear on Republican and Democrat shows.

The first show- Politics Knox Live hosted by Knoxville Councilman, Steve Hall.

I appeared on Politics Knox Live for thirty minutes. Steve asked me several questions regarding my candidacy, background, opponent, and platform. We discussed other topics such as privilege to vote and illegal immigration. Politics Knox is a live show and viewers may call in and ask the candidate a question. We received two calls during our show and the questions were related to over-crowding and preparing our children for the future (global) economy.
I appreciate Councilman Hall inviting me on his show and allowing me to discuss my School Board race, my background, and my desire to be your next School Board member.

The second show - Democratic Television(DTV) Live hosted by County Commission Candidate, Mark Harmon.

I appeared on DTV Live for thirty minutes. Mark and I discussed several topics including my desire to be a School Board member, my platform, my opponent's children attending private school, and my background.
Mark is running for County Commission and his opponent, David Collins is one of the "term-limited" commissioners. I enjoyed my thirty minutes with Mark Harmon. Mark is pro-education and I wish him success in his race. Note- I have never met Commissioner Collins and all I know about him is that he endorsed my opponent before the May Election.

I think Friday night was very successful and I would like to thank Councilman Hall, the staff at Politics Knox Live, Commission Candidate Mark Harmon, and the staff at DTV.

Saturday Campaign Function - Karns Community Fair

METRO PULSE ENDORSES THOMAS DEAKINS - SCHOOL BOARD - 6TH DISTRICT

Metro Pulse - Editorial page, July 20th, 2006
"The single school board seat with more than one candidate on the ballot is in the 6th District, where Metro Pulse endorses technology executive Thomas A. I am calling in support of Thomas Deakins for School Board in the August election. I have known him for well over 10 years and know that he will be a great representative for the district on the School Board. There are many issues that are important for those of us who have children in the school system and I know that with the integrity of Thomas and his ability to work well with others that he will be an excellent representative for our community. I urge all Farragut citizens to vote for Thomas Deakins. He has four kids, three of those in the Farragut school system and is very dedicated to making sure that the schools are the best that they can be for everyone in the Farragut community as well his own children. Jeff Boruff Farragut

Deakins asks for votes

My name is Thomas Deakins and I am running for School Board. I would like to differentiate myself from my opponent by stating I am the candidate that has my children in Knox County public schools and a PTA member at FPS and FIS. I work for Oracle Corporation, a multi-billion dollar software solutions company and make fiscal and management decisions everyday.

I made the decision to run for School Board because I see a need to prepare our children to meet the future economy and to proactively plan for the current and future needs of our community. My background and experience in business, entrepreneurship, strategy, technology, and international travel will provide the Knox County School Board with someone who has the proper and qualified background to think outside of the box and deliver results. I believe my first place finish in the May 2 Election is an indication of how a group of people believing in the same cause can make a difference!

As so many of you has already conveyed to me, I too am very concerned about the future of our school system. The next four years will be critical. We share the same concerns regarding over-crowding, zoning, curriculum, science / mathematics, technology, security, teacher retention, funding, and a host of additional issues.

Many decisions will be made that will impact our children as well as our community. As your next School Board member, I will be proactive and accountable and will always fully understand the impact of those decisions as my children, like yours, attend our public schools. Similarly, for those who do not have children, no longer have them in school, home school them, or send them to private school, I can assure you that my fiscal conservative management style will represent you and your family interests in providing the very best education and return on your tax dollar investment.

I urge you to become educated on my platform through my Web site www.electthomasdeakins-.com) or you may call me at 865-966-1537. I want to be your next School Board member and I need your support.

Please ask your friends, family, and neighbors to vote for Thomas Deakins, for School Board District 6 (Farragut, Hardin Valley, Ball Camp, Solway).

Early voting is open now at the Farragut Town Hall and runs through July 29. The actual Election is Aug. 3. Please exercise your right to vote, as it is a privilege!

Sincerely,

Thomas A. She has lived in Powell for over 30 years. Happy Birthday!!

The School Board Meeting - A representative of the Deakins Brigade was in attendance at the meeting last night. The 2 big issues of the night consisted of the school system budget for "06-07" and the debate regarding Foreign Language.

As reported previously on one of my blog entries - the School Board voted on the proposed funding "budget". Please click on the link to view the budget as well as the additions and cuts.

http://kcs.k12tn.net/budget/06/Bud07Prelimbudget.htm

http://www.knoxcounty.org/current/adopted_budget_07.php

The good news is that we have more money due to increased tax collections from property tax and sales tax. The bad news results in a cut of 60 custodians from our schools.

The budget has an addition from our County Mayor for $600,0000 which will be spent on a consulting project. Any guesses on what $600,000 can provide for our school system?

30 Custodians back in the schools

12 technologists for our schools (12 additional positions as 12 positions are built into the budget already).

Teacher aides into the classrooms.

TAG Programs

Science lab upgrades

Computers

Books for the school libraries

Smart Boards

The consulting project will assess the needs of our system and determine where we need to upgrade facilities and build schools (sounds like a wonderful idea but there is a catch).

Who will get the consulting contract for this project?

Why do we need to perform a study when our school system has someone on the payroll overseeing the facilities?

Why do we need to perform a study on growth in Knox County and population / enrollment projections when the school system and the metropolitan Planning Commission already work together? The School Board developed the Capital Plan for "06-07" using enrollment projection data from the MPC. The school system and MPC have an agreement / contract through 2010.

Why was the Southwest Elementary School removed from the Capital Plan ($17M) and a $600,000 study added?

The county will take on all of the school system's capital debt. This is a great idea and I have no issue with this. The issue I have is one where the School Board is held captive by the funding body. We must work together as a team, kill the political agendas, and develop the best solutions possible for the sake of our children. PROACTIVE PLANNING!

The bottom line - our SW sector elementary school is not on the "06-07" capital plan. I will go out on a limb and make a prediction - the new SW elementary school will appear on the capital plan before the end of 2006.

Foreign Language - I am sure you all know by now that I am a proponent of teaching foreign language in our schools. I would love to see our children speaking two or more languages by the time they graduate. The Board voted to hire 14 foreign language (Spanish) teachers. Anyone want to guess the big issue here? The issue is timing as it will be impossible to hire 14 teachers certified to teach Spanish before school starts. Any Spanish teachers reading my blog need a job? The concept is great and I applaud our school system for moving in this direction but the execution of this plan intrigues me. I did find out that teachers will be hired over time to fill these positions and this program will be rolled out in phases. I like phases over big bang (if you understand implementation methodology you will understand my tech humor).

Thanks for reading. I will have another post soon.

Question and Answer of the Week.

I keep getting this question so I am going to post the question and the answer.

THE QUESTION:

We have heard that Lee Martin sends his kids to private school. The Farragut parade is a great way to start the Celebration of the USA. I want to thank everyone involved for organizing and executing this GREAT event. I had a great time meeting everyone along the parade route!

Our entry was in position 91 but I think we were noticed. I use the term "noticed" because our entry was the world's largest production pick-up truck. The truck is made by International and it is called the CXT. We were fortunate enough to have Mr. Jim Jablonski, owner of Landmark International here in Knoxville, provide and drive the truck. A big thanks to Jim for supporting the Deakins Brigade.

The Deakins Brigade in action - 600+ green helium balloons were distributed along the parade route, 3300 pieces of bubble gum, 1000+ stickers, and 500+ information cards about my campaign. 75+ members (adults and kids) of the Deakins Brigade worked all morning to make sure my name was noticed. Thank you to my Brigade for your support, friendship, and dedication to my campaign!

Check out more pictures of the Brigade in action http://www.electthomasdeakins.com/gallery.htm

If you saw us on the parade route or want more information, please contact me at electthomasdeakins@yahoo.com

Knox County Charter - School Board Races - Status

Update - 6/20/06 16:00
I just got a call from the State of Tennessee Election Commission and they will advise Knox County to move forward with both names on the ballot for School Board.
My reaction - I told Mr. Thompson thank you for the official ruling. I asked what would happen if the ruling by Chancellor Weaver is not overturned by July 14th (Early Voting)? The ballot is set and cannot be modified as we will be inside the 40 day time period.
Something to think about - What happens if the appeal is heard and the ruling is overturned? Will the County Commissioners facing term limits be thrown off the ballot? The answer is NO unless they get a ruling before the 40 day window.

The interesting facts about this process;

I read the opinion of Chancellor Weaver and started asking the "what if" questions as it relates to my race.

I started this process on June 12 asking for a ruling on my race based on Chancellor Weaver's decision. I asked Knox County as well as the State Election Commission.

The most interesting fact - no one could give me a direct answer. Everyone agreed that I raised a very interesting issue and they were not sure about the answer.

Erika Mellon at the Knoxville News Sentinel wrote an article on my question http://www.knoxnews.com/kns/election/article/0,1406,KNS_630_4784932,00.html

I asked a very hard question and it took several days for someone to make an official ruling . If you want a candidate that will ask the hard questions then I am your guy. I will not be controlled by anyone or a rubber stamp for anyone. I have a vested interest in our school system as my children attend Knox County Public Schools! I will be your voice, the voice of the parents and tax payers.

I am for term limits.

Update - 6/17/06
I just got word that there is a provision for a School Board Primary Election in the Tennessee Code Annotated. The County commission had to vote and pass this resolution. We will know if that happened on Monday.
The burning question - What happens if the Charter is still invalid in 30 days and we fall back under the Constitution of Tennessee?

Special thanks to a reporter for tracking this down. The reporter had to make the same calls I did plus a few more.

Tennessee Code Annotated
Section 49-2-201 (d) (1) Beginning with the election for members of boards of education to be held in the year 2000, a local governing body in a county which would otherwise conduct a county primary election may elect, by a two-thirds (2/3) vote, to have a non-partisan primary election for members of the school board at that primary election.
If one (1) candidate for a board of education election receives a majority of votes cast in the nonpartisan primary, then such candidate's name shall appear on the ballot in the general election. If no candidate for a board of education election receives a majority of votes cast in the nonpartisan primary, then the two (2) candidates receiving the two (2) highest vote totals shall run against one another in the regular election.
(2) The provisions of this subsection (d) shall apply only to counties having a unified school system and a charter form of government.
(3) The provisions of this subsection (d) shall not apply in any county having a population of not less than eight hundred twenty-five thousand (825,000) nor more than eight hundred thirty thousand (830,000) according to the 1990 federal census or any subsequent federal census.

6/15/06
Now that Chancellor Weaver ruled the Knox County Charter invalid, I decided to put on my Legal hat and start exploring the law as it relates to the School Board Election. I did some research on the Constitution of the State of Tennessee and found in Section 6, Chapter 36 of the Tennessee Code Annotated -

A Primary Election is not specified for the Election of School Board.

The TCA does not state the specific month of the Election.

The Candidate with the most votes wins.

I spoke to the Knox County Election Commission as well as the State Election Commission and asked for clarification on my race based on Chancellor Weaver's ruling.

The Election Commission has asked the State Attorney General for an opinion on the May Election as well as the August Election.

Here is a list of questions I have been thinking about:

What happens with the May Election results? I got the most votes. Did I win?

What happens if an appeal or Stay is not granted and we fall back under the Constitution?

Will the August ballot have my name only?

Will the August ballot have Lee Martin and my name on it?

Will the August ballot have Fred Dillon, Lee Martin, and my name on it?

Will the May Election(School Board) be thrown out and all School Board races from May start over on August 3rd? Will the candidate with the most votes win the seat even if he/she wins by one vote?

No one knows the answer at this time but I am sure a ruling will come soon. Knox County Election Commission is printing ballots for overseas and military now. We have enough debacles with the Charter and printing ballots more than one time will be another example of your tax dollars wasted!

We will continue our campaign as planned.

School Board Meeting - June 7th

I attended the School Board meeting tonight and want to share my notes from the meeting.

The Board voted on and passed a Policy regarding Religious Expression. The Religious Expression Policy can be summed up as the school system will not encourage or discourage religious actions or activities. The policy encourages parents and students to file their complaints with the principal of the school and ultimately with the Superintendent of Knox County Schools. The Superintendent is given the ultimate authority via this policy.

FMS student, Eric Summitt addressed the School Board and wanted to know why his school, FMS was losing their Technology teacher and the actual position as well. I was extremely impressed that Eric took the initiative to address the School Board point blank on a topic that is so important. Eric noted the issues and even offered a suggestion for funding - The Carl D. Perkin's Act. Eric also discussed overcrowding at FMS.
Eric, you exemplify the message of my campaign - Together We Can Make A Difference.

School Budget Request and Proposal -Round 1

I attended the special called meeting of the School Board on Monday night, May 22. The purpose of the meeting was to discuss the budget for the 2006-2007 school year as well as the proposed funding announced by Mayor Ragsdale in his State of the Community address.

The Knox County School Board has requested $333.65M for the 2006-2007 school year. Please see the budget and note the reductions listed in red http://www.kcs.k12tn.net/budget/07/FY07SummaryRequest.pdf

The Knox County Mayor's office is the CFO of Knox County. Mayor Ragsdale and the finance department take the requests for funding and compile the requests into the proposed budget for Knox County. A request for funding is not a guarantee for funding. The request may be approved for the entire amount, reduced, denied, or enhanced. The proposed budget is presented to the Knox County Commission and the County Commission votes to approve the budget. I have not detailed the entire process regarding requests and funding but this should give you a basic idea of the process.

The County Mayor outlined the proposed budget for Knox County in his State of the Community address. The proposed budget for Knox County Schools = $327.1M for operating expenses.
The Five Year Capital improvement Plan and Debt Service are areas where the County Mayor and School Board differ as well. Please click on this link to see the proposed budget http://www.knoxcounty.org/finance/budget.php
The budget proposal via press release is available http://www.knoxcounty.org/current/soc06.php

Please review the following story from the Knoxville News Sentinel. The School Board and County Mayor have different opinions regarding the funding for the school system, capital plan, and debt service.
http://www.knoxnews.com/kns/local_news/article/0,1406,KNS_347_4719308,00.html

Deputy Schools Superintendent Roy Mullins addressed the County Commission Finance Committee on Wednesday, May 24. The purpose of this meeting was to lobby for more money based on the funding proposal. Knox County Schools will not receive one penny of additional money if the bonus money is distributed via the BEP calculation. Quote from the KNS article, "In contrast, Memphis City Schools would get $5.2 million and the Shelby County school system $2.2 million. The school system in Williamson County, the wealthiest county in the state, would get $400,000 in extra money. Davidson County, like Knox, would get nothing. Hamilton County would get $1,000. "

If you were not aware or not sure of the argument for changing the BEP calculation, consider yourself aware of the issue now. A change to the BEP formula and calculation will not happen unless you make your voice heard! I urge you to contact your State Representative and State Senator immediately. The KCEA will endorse one of the candidates for School Board District 6.

All candidates participated and we received some very tough questions. I expected the questions to be tough as the teachers want to know what you believe in and what you will do as a School Board member.

I want to note a specific question from last night as I thought this was very interesting. We were asked to provide the top 3 areas we would want to fund - areas to improve using funding.
My response consisted of the 3 areas:

Overcrowding

Competitive Teacher Pay - keep and attract the best teachers.

Expand Curriculum - math, science, business, and foreign language classes.

The panel noted that I was the only candidate that listed competitive teacher pay in my top 3 areas.

We lose teachers every year to Blount County, Oak Ridge, and Georgia. We also lose our teachers to the private schools in Knox County. How can we take our education system today and move it to the next level if we cannot keep our best teachers?

I can tell you that the majority of our teachers would be happy if we could provide the needed supplies for their classes. Thank you PTA and Supply Depot as I am not sure what we would do without you!

A HUGE LOSS FOR FARRAGUT & KNOX COUNTY SCHOOLS

I just got the news this morning that Dr. Robert Frazier, Principal at FIS, passed away last night. The audience wrote down their questions and submitted them to Mr. Foulk before the start of the forum. The questions were very good and I say thank you to everyone for participating. I know a lot of questions did not get answered as we were allotted 1 hour for the Q&A.

I hope everyone left the forum with a good feeling in regard to their candidate of choice. I am sure some of you reading this are asking, what is the Hawk Walk? The Hawk Walk is a fund raiser for the Hardin Valley Elementary PTA.

The Hawk Walk is a great idea as the children walk laps around the parking lot in front of the school. The children walk as many laps as possible in a certain amount of time and the funds are raised based on the number of laps walked. I like this idea because it promotes exercise in a fun environment and the PTA raises money without having the children sell items.

I participated this morning in a couple of different areas. I served as a marker / checker and checked the box of each child as he or she completed a lap. The important thing to note is every lap = $$$ for the PTA and the school. I walked 3 laps with the 2nd Graders and I can tell you that some of those boys and girls can walk! The music was great as it kept everyone moving at a great pace. The Hawk Walk is special as the children were smiling, dancing, walking , running and having a great time.

I want to say GREAT JOB to everyone involved! Dr. Lindsey's contract is up in 2008 but the board can extend one more year and that decision will come on May 3.

The board discussed dual enrollment. We have a program in place now for our Juniors and Seniors where they can take AP and higher level classes at UTK and Pellissippi. We also have some professors coming on campus and teaching as well. The majority of the students are commuting to UTK and Pellissippi for the classes in English, math, and science. Karns High School students are taking classes in anatomy and working on cadavers at Pellissippi. The qualifications are based on the Principal's recommendation as well as the course needs / assessment sheets. The qualification is not GPA based and this was discussed by the board. I believe I heard the board say Karns, Farragut, and West High Schools are participating in this program. The tuition is covered by the lottery funds for education program. The funds are a separate program and will not count against the total tuition one can receive from the lottery scholarship. I would suggest you contact your principal or the central office for a detailed description of this program. I am excited that we have this program in place now and I am sure it will continue to expand! One more note - the board also heard this program will help reduce the number of remediation classes needed after high school. THIS IS ANOTHER EXAMPLE OF MY CAMPAIGN SLOGAN, TOGETHER WE CAN MAKE A DIFFERENCE!

MEET ME FOR BREAKFAST THIS SATURDAY

I am having a meet the candidate breakfast down in Hardin Valley this Saturday from 7 am - 10 am at Sims Market. I always enjoy going to the PTA meetings because they are vital to the school. If you have children in Knox County schools you understand my thought process regarding the PTA.
My wife and I will be very active in the FIS PTA as our oldest child will be starting the 3rd grade. We will be involved at FPS and FIS this coming year and we are looking forward to it!-

The Farragut Intermediate PTA is a great asset as they have logged over 20,000 hours of volunteer time this school year, wow! The PTA at this school has donated over $40,000 in various items back to the school. I think they have done a great job and the PTA board deserves a huge thank you from the Farragut community. I am sure the PTA board feels the same about the community. The needs at FIS are ones that revolve around reading, math, technology, and playgrounds.
My campaign theme is together we can make a difference and the PTA is a great example of this.

Knoxville News Sentinel - Editorial Podcast

I sat with the KNS editorial board on Friday. The KNS will endorse candidates in their voter guide next week. I finished my interview with Jack McElroy and Hoyt Canady and I must admit that this was an interesting experience. The interview was recorded as the KNS is using pod casts and streaming audio on their site. The link to my interview http://web.knoxnews.com/podcasts/candidates2006/thomasdeakins.mp3
I must admit that you always walk out thinking you could have performed better but I am happy with my interview.

I went to the KNS site on Friday night to see if my interview was posted and did not see it. I downloaded the interview of my opponent, Dr. H. Lee Martin. http://web.knoxnews.com/podcasts/candidates2006/leemartin.mp3
I found something very interesting as it seems the last 11 minutes of the interview contain a conversation that I am not sure was a planned recording. I am almost sure this conversation was not planned for recording as you will hear Dr. Martin say, "you can't put that on the pod cast."
I thank Dr. Martin for his comments about me and I have good things to say about him as well. I respect Dr. Martin for his accomplishments and involvement in the community but we differ on a couple of areas. My children attend public school and I am not in favor of the neighborhood home room concept as it takes away the diversity of the public school.

Listen to the interviews as they will help you make your informed decision. Early voting starts on April 12 -27 and May 2 is the Election Day!

Welcome

Welcome to my blog.
